My name is Kirk Stinson. I am the Chief of Field Operations for the California Department of Corrections and Rehabilitation's (CDCR) Office of Internal Affairs (OIA). My position requires me to be responsible for upholding the integrity of Departmental policies and the disciplinary process. It is an important position, whereby almost 70,000 employees, contractors and volunteers rely upon our detailed analysis and impartial investigations to ensure their rights of due process are protected.
In my capacity as Chief, I manage three Regional Field Offices whose mission is to conduct internal affairs investigations statewide. I manage over 100 staff in the Special Agent classification responsible for investigating complex criminal and administrative investigations. Many OIA staff are assigned to task forces and participate in multi-jurisdictional investigations, including the Federal Bureau of Investigation and Office of the United States Marshal's Service.
I first met Alicia when she came to work at the Office of Internal Affairs in 2013. I worked with Alicia while she was assigned as a Special Agent and Senior Special Agent in the Central Intake Unit with the Office of Internal Affairs. Her job within the Central Intake Unit was to analyze cases for potential violations of policy and make recommendations to the Central Intake Panel, which is a review board making dispositional determinations about the cases.
In her role as a Special Agent, Alicia was required to review statements made by inmates, witnesses, subjects and complainants to determine if violations of policy had occurred. Additionally, Alicia would have to review any other additional evidence, such as police reports, surveillance footage, Local Operational Policies, and Memoranda of Understanding to make these determinations. Alicia was extremely meticulous in her approach to the case work. She was also required to demonstrate her skills of objectivity to arrive at a fair and impartial conclusion. During this time, I was required to review her work along with a Department Attorney and a court mandated monitor (Office of the Inspector General). Alicia's work stood up to extreme scrutiny and did not require any additional oversight, which can be necessary for other Special Agents in the same position.
During her time in the Central Intake Unit, Alicia also demonstrated her flexibility, self-motivation and team oriented attitude. Alicia showed her value by taking the specialized cases, such as Equal Employment Opportunity cases, which required far more work than the non-specialized cases. Alicia was able to use her unique vision to understand that the unit's ability to complete cases within the mandated timeframes was in great peril if she did not step-up to take on the additional workloads. As the cases mounted, Alicia was also willing to take on inquiry work that was normally completed by other units. Her willingness to work as a team player was a tremendous asset to our program as we struggled to meet the obligations of our core mission.
Alicia also had a vital role in tracking and responding to complaints made against departmental staff at High Desert State Prison. Alicia's organizational skills helped the Department develop timelines and prioritization levels for the most serious complaints made against the prison. Alicia's professionalism under pressure and ability to complete the work within the required timeframes ensured a successful operation. Alicia's ability to work with members of the Prison Law Office, Office of the Inspector General and staff from CDCR were extremely helpful in generating the positive outcome.
I moved to my current position as the Chief of Field Operations in 2018. In my current role I am responsible for statewide Regional Investigations throughout the Office of Internal Affairs. Alicia is assigned as a Senior Special Agent within the Northern Region, which is a supervisory position for the Special Agent classification. She is responsible for reviewing cases and ensuring that each case goes to the Special Agent with the best skill-set to complete each investigation. She is required to use the resources of her team to ensure balanced caseloads and to monitor the progression of cases that are assigned to her team. Her position requires that she be able to effectively manage people to ensure continued successful operations. Alicia's excellent attention to detail ensures that the reports from her team are thorough and accurate. Alicia's high level of organization and adept delegation make her team one of the most productive investigative teams in the Northern Region.
While working with Alicia she has been tasked with numerous specialized responsibilities. She has been chosen for these tasks because of her excellent written and verbal skills. Her verbal presentations are very well organized and presented in a manner that is easy to understand despite the complex nature of the material. Her proficiency in communication has made her a primary choice for specialized responsibilities and a leader in her work area.
Based upon my experience with Alicia over the last six and a half years, I believe that she would be an excellent asset to your organization. I have observed her hard working nature and organizational skills, which would be beneficial to any team. It is my pleasure and great honor to provide a letter of recommendation to support Alicia Fernandez' application for the 2020 Citizens Redistricting Commission. I am the owner of a family-owned construction manufacturing business (Clark Pacific) that employees over 1200 people across four locations in Northern and Southern California. I am a partner in a local winery, Elevation 10, based in my hometown of Clarksburg, CA. I am also a founding and current board member of River Charter Schools and active generally in local community and civic organizations. I have known Alicia Fernandez for 15 years since my family and I first moved to the community of Clarksburg, where Alicia was originally raised and she and her own family have now lived for the last 18 years. I have seen first-hand through our work together founding and sustaining two schools in our community how she performs in settings requiring teamwork, collaboration, compromise, and detailed attention to drive effective solutions. I am submitting this letter as someone who has witnessed Alicia's genuine and active commitment and effective contributions to our community.
Alicia Fernandez' contributions to community demonstrate her strong sense of civic responsibility and her leadership abilities. Her list of accomplishments in this area is long. From her current role as president of the River Delta Unified School District where she's been a member for over 12 years, her 10+ year leading volunteer role in the successful Clarksburg Country Run, her role of service in her church, a school sports coach over the years in both boys' and girls' sports including volleyball, soccer, and basketball, to her on-going role as a volunteer at the local school, Alicia has contributed continually and with positive impact for our community. I have witnessed her community work firsthand. She is well-liked and well-respected across the broad circle of people in the community, regardless of background or affiliation. Alicia has incredible energy and shares that energy in a welcoming way to support community.
I first had the opportunity to witness Alicia Fernandez' effective community work, when 12 years ago, the community drew itself together to ensure a local elementary school would be preserved to serve the rural Clarksburg community - a school that was destined to be otherwise closed. Alicia with a handful of engaged parents lead the effort to turn the tide, working effectively with the school district and state board of education to devise a plan that not only preserved the elementary school, but did it in a way that grew the community in unexpected ways through the charter school program. With Alicia's leadership and dedication, the solution grew from 180 student elementary school to now two schools with over 700 students, well on our way to reaching 1000 within the next few years. In our board, Alicia showed exceptional strength through her attention to detail. She put in extra time to really review the matters before us, becoming very intimate with the numbers at the base of our decision making, as well as the financial impacts and the community impacts that our decisions could have. Her research, impartial analysis, and neutral representation of the details behind our work were very valuable to the whole board and helped us make good, consensus-oriented decisions.
Alicia Fernandez cares deeply for community and makes herself available to effectively help in so many ways, but in this, she does not over-commit or get overextended. She has exceptional capacity and boundless energy, and what Alicia commits to, she follows through on in a very fundamental and impactful way that builds consensus and community.

Letter of Recommendation:
Ms. Fernandez's professional resume includes many years of working for the State of California in the Department of Corrections and Rehabilitation in the office of Internal Affairs as a Senior Special Agent. For five years she worked for the California Department of Education as a Fiscal Services Consultant. All of these positions she has held which amount to over 30 years would serve her well if she was selected to be a member of the 2020 Citizens Redistricting Commission.
Mrs. Fernandez's educational credentials include a Bachelor of Science and Master's Degree in Business Administration. This is noteworthy because she and her siblings were the first generation of the family to attend college. Being raised in a home where Spanish was the primary language was a great example of Alicia's determination to attain her goal of a college degree.
Alicia has served her hometown community in a variety of volunteer activities She is a current member of the River Delta Unified School District having served for the last 12 years. During the very fiscally difficult years in education during the 2009-2010 the River Delta school board had to trim almost 20% of the total budget. There were cuts that Alicia and I did not agree on but she always was respectful and willing to accept what the other board members voted on for the program cuts. Other community organizations she has volunteered for include coaching at the local schools, as well as being very active in her church.
Finally, I would offer that Alicia is the kind of citizen that the Redistricting Commission should be adding to their team. She would work diligently to ensure that fair district lines are drawn throughout California that will be fair representation of all California citizens.
